About DPP

This office is the apex organ of the Directorate of Public Prosecutions. The Director of Public Prosecutions is a Constitutional creature derived from Article 120 of the 1995 Constitution.

The main role of this apex office is to provide effective leadership and guidance in policy and prosecution matters as well as strategic issues regarding the management, monitoring, coordination, facilitation and mobilization of resources for the operations of the Directorate.

The key functions of the Director include:
  • To issue directives to police to investigate any information of a criminal nature.
  • Consenting to charges before cases go to court.
  • To discontinue at any stage before Judgement any criminal proceedings.
  • To lead and direct staff and activities of the Directorate to ensure fulfilment of the DPP's mandate.
  • To ensure coordination and harmonization of the various departments;
  • To initiate and review policies.
  • To foster public relations initiatives as well as inculcate and project a positive image of the Directorate.
  • To identify partners in administration of justice, coordinate, collaborate and establish working linkages with them to achieve effective public prosecutions.
The Director of Public Prosecutions is Mr. Richard Buteera who was appointed by the President of the Republic of Uganda to this position in 1995 and has served to date. He was originally the Chief Registrar/Permanent Secretary in the Courts of Judicature.
